Abstract	The integration of artificial intelligence in the development of smart cities is considered a bedrock toward better quality of life and urban innovation. In the context of Saudi Arabia smart cities, Neom initiative aims at creating AI-enhanced urban systems that improve infrastructure, resource management, and the overall quality of life. Key use cases such as healthcare, transportation and sustainability are particularly of high emphasis in the smart cities' development. This paper explores the development of smart cities, focusing on Neom and Riyadh in Saudi Arabia. It examines the challenges faced by these cities in their journey towards smart urban development and highlights the role of artificial intelligence in addressing the different challenges. Finally, the paper provides a roadmap to successfully implement AI-based solutions in Saudi smart cities for a sustainable and smart urban development. © 2025 IEEE.
