Abstract This article discusses the theoretical foundations and practice of implementing a smart city project in Russia. The implementation of such projects is carried out not only in Russia. This direction of urban economy optimization is in demand in many cities around the world. Digitalization is actively used as the basis of the smart city project to improve the efficiency of urban governance and the quality of public services, to promote the transformation of the urban environment. The implementation of the Smart City project is based on technologies such as the Internet of Things, great data, cloud computing and artificial intelligence. Many cities have formed unique smart city projects, applied visualization technologies, online offices and online training, transport logistics and so on. Thus, the benefits of smart cities have recently been widely used including to prevent the COVID-19 pandemic for example, the introduction of electronic vaccination certificates and QR codes. However not all smart city projects are measurable that is necessary to assess the effectiveness of the project and to compare data on the cities. The article offers a tool for evaluating the effectiveness of the introduction of new technologies to provide an accessible environment for people with limited mobility. © 2022 IEEE.
