Abstract Purpose: The purpose of the article to discuss the problems and prospects of the formation and implementation of the smart city concept in the system of municipal government in Russia at present stage. Design/Methodology/Approach: The authors compare the features of the implementation of this concept in economically developed countries and Russia. The possibilities of realizing the smart city concept in the context of the development of smart technologies, which form the basis for the sixth technological structure, primarily nanotechnology, information technology and the creation of artificial intelligence, biotechnology are determined in the article. The text reveals the effect of the uneven use of smart technologies in various functional and territorial subsystems of the urban ecosystem, in particular the development of social infrastructure, urban transport, resource support, the development of urban recreational spaces, waste disposal management. In this regard, the completeness of the implementation of the smart city concept as a whole is determined by the total level of use of smart technologies in each of the fundamental subsystems. Findings: For a general assessment of the implementation level of the smart city concept, an integral indicator is developed in the article, which reflects the share of the use of smart technologies in the total set of functional and territorial subsystems of urban agglomerations. The leading role of municipal authorities in the implementation of the smart city concept, providing the integrated use of new information technologies in all spheres of the city’s life, is substantiated in this article. Originality/Value: The smart city concept can be implemented heterogeneously and asynchronously both in individual sectors of the urban economy and in the aggregate of autonomous micro-agglomerations. For a general assessment of the level of implementation of the concept of a smart city, integral indicator is used, that reflects the share of the use of smart technologies in the total set of functions of subsystems of urban agglomeration and urban sectors. © 2021, Springer Nature Switzerland AG.
