Abstract The initial version of Participatory Budgeting E-Participation in Smart City Institutional Model as a feedback component in the Smart City is specified in the paper. The parameters of Participatory Budgeting (PB) projects effectiveness assessment was taking into account. In this regard, the scientific context for the international PB projects evaluation methodologies comparative analysis is provided. The further analysis of the PB assessment methodologies will be aimed at studying the practices in terms of projects focused on the Digital Transformation component and Smart City Development. Therefore, the empirical results of this study may be used for the theoretical development of a new relevant methodology that will take into account the stated-Above components. © 2020 ACM.
