Abstract Modern cities aim to provide to their citizens innovative solutions and smart services in order to meet new challenges in various aspects of management and public life emerged from the urban development and population concentration in urban centers. Research on open data initiatives has proved that open data can play a key role in transforming cities to smart cities. Open access to information can improve living and mobility, promote transparency, innovation and greater empowerment of citizens by substantially reforming the public services. The aim of this paper is to present the development of a smart city application which exploits open data providing an evidence of how the use of open data can enhance citizens' participation. We developed a web application platform, which deals with the e-participatory budget and promotes the involvement of citizens in the governance of the city, enabling them to participate in the distribution of part of its resources and forming the local budgets. Our system exploits open data published by the platform "Di@vgeia"in Greece. Our application is embraced from the Municipality of Agia Paraskevi, Attica, Greece and it is available in full operation to its citizens, officials and employees. © 2021 ACM.
