Abstract In the era of global urbanization, smart cities emerge as transformative agents, uniquely positioned to bridge local and global concerns. This chapter delves into their international character, portraying them as facilitators of global legal norms, particularly in the realm of sustainability. By navigating their roles as global actors, soft law implementers, and contributors to the United Nations Sustainable Development Goals, the study emphasizes the heightened impact of smart cities on the international landscape. We analyze their strategic global positioning, engagement in international forums, and adoption of soft law instruments, to foster collaborative sustainability frameworks.
