| Abstract | This chapter examines the emerging role of smart cities as a new battleground in the geopolitics of international law. As cities become increasingly digitized and data-driven, major powers like China and the United States are competing to shape the governance frameworks and technological standards that will define the future of urban development. Through a comparative case study of Chinese and American smart city initiatives, the chapter highlights the divergent approaches and geopolitical motivations guiding these efforts. At the same time, it underscores the growing agency of cities themselves in setting norms and rules for smart city governance, often through global networks and coalitions. The chapter argues that the intersection of smart cities and international law necessitates greater recognition of cities as transnational governance stakeholders, alongside states and corporations. It concludes by emphasizing the need for further research on the evolving landscape of smart cities and its implications for global legal frameworks, as well as the potential for new forms of multi-stakeholder governance that can balance innovation, security, and individual rights in an increasingly urbanized and digitized world. © 2025 selection and editorial matter, Esmat Zaidan, Imad Antoine Ibrahim, and Elie Azar; individual chapters, the contributors. |
