Abstract Objective: the study's main objective and directive engage as well as investigate how smart cities can promote sustainability and strengthen democracy, addressing contemporary challenges stemming from rapid urbanization and increasing population demands. The research seeks to demystify the common perception that smart cities are elitist projects, highlighting the importance of social inclusion and citizen participation as central elements. Methodology: the study combines an extensive literature review with the analysis of case studies, allowing for a critical assessment of existing practices and the proposal of an adaptable standard for creating smart cities in the Brazilian context. This standard considers the territorial and population-specific characteristics of the country. Results: the results indicate that the successful implementation of smart cities requires a holistic approach that incorporates advanced technologies and integrates participatory and sustainable governance practices. The study concludes that formulating public policies prioritizing integrating smart technologies with sustainable practices and ensuring the continuity of projects beyond political cycles is essential to achieving equity, sustainability, and improved urban quality of life.
