Abstract Autonomous vehicle (AV) research in Romania is in its very early stages. A limited number of scientific papers have been published on the topic, investigating different factors influencing mobility behavior related to autonomous and connected transport (ACT) systems and in relation to the spatial development patterns of large cities in Romania. There is currently an abundance of smart city strategies in Romanian cities, which are not correlated or aligned with sustainable urban mobility plans or general urban plans (GUPs), and none of them discuss the presence of ACT. The national intelligent transport systems’ (ITS) strategy does envisage the introduction of ACT, yet it does not indicate how its elements will be integrated into sustainable urban mobility plans (SUMPs). Considering all the above, this explores the relationship between AVs and urban structure. A set of 20 interviews was conducted with experts in the fields of ITS, urban, and transport planning and local government on the urban policy framework, the relationship between AVs and urban structure, the determination of barriers to the implementation of ACT in urban areas, and measures to overcome them. Results showed that although there is a potential risk of urban sprawl caused by ACT convenience, AVs have a high potential for deployment in Romanian cities for public transport and other forms of shared transport, as on last mile logistics, showing similarities with the findings in international literature and advancing the concept of the smart city in Romania.
