Title “Smart Cities” As A Modern Model Of Territories’ Sustainable Development

Abstract Purpose: To show the interconnection between “smart city” and sustainable development of city and verifying the hypothesis that cities with higher living standards transform into “smart cities” faster. Methodology: The concept “smart city” is studied, including the methodological principles that are set in the basis of the humanistic concept “smart city” and the typology of “smart cities”, which takes into account the tendencies in their dynamics. The authors generalize the international and Russian practice of creation of “smart cities”. Based on compilation of top 10 “smart cities” of Russia and the leaders of the ranking of sustainable development of Russian cities, the authors confirm the hypothesis that city’s sustainable development is based on the process of creation of “smart city’s” competitive advantages. The provided statistical data show spatial heterogeneity in distribution of “smart cities” on Russia’s territory. Results and Recommendations: As a result of compilation of the data of the ranking of Russian cities by quality of life and activity of cities at the “Smart city” portal, it is shown that there is direct connection between the cities’ positions in these rankings. It is recommended that city authorities – together with interested parties – determine the top-priority directions of the city’s strategic development and set the target level of implementing the digital and engineering solutions in the city and communal infrastructure for the purpose of city’s sustainable development and formation of a comfortable and safe environment for living. © 2021, Springer Nature Switzerland AG.
