Abstract This paper discusses the impact of citizen activity in social networks on the development processes of initiatives in the field of smart cities. The purpose of this study is to identify the toolkits of digital urban environment management based on social networking tools. The paper identifies the main features and analyzes the conditions for the effective functioning of smart cities. It is shown that the main factor in the development of smart cities is the involvement of citizens in the digitalization of the urban environment, including through social networks. Among the main components considered in the formation of smart cities, such components as a smart urban environment, transport and the environment, and human capital are highlighted. Based on a theoretical review, patterns of development of smart cities based on social inclusion were identified and the role of social networks in these processes was evaluated. The work emphasizes that digital technologies currently occupy a special place in the development of smart cities, while the main resource for increasing the intellectual capital of cities in a digital society is data, the main source of which is social networks. The quality of public administration has been assessed as part of the development of the digitalization concept on the example of a number of Russian cities, the role of social networks in these processes has been revealed. Based on the modeling, the patterns of development of digital management tools in Russian cities are revealed. © European Conference on Social Media, ECSM 2020.
