Abstract The article is devoted to the study of the role of social media in the development of modern smart cities. The purpose of the study is to identify the possibilities of using social media tools in the development of the urban environment based on the author's model 7I. The paper identifies the conditions and investigates the features of the development of smart cities, examines the main components of smart cities, among which such components are highlighted as a smart living, smart economy, smart people, smart environment, smart mobility, smart governance. As an effective approach to the problems of digitalization of the urban environment, the author's model 7I, which includes 7 levels of development of the urban environment, is proposed. It is shown that the development of smart cities is based on the following levels: institutional support (Institutions), urban engineering infrastructure (Infrastructure), communication and communication systems (Intranet), data integration (Integration), interaction of users and technical systems (Interfaces), development of innovations (Innovations), use of innovations in the components of a smart city (Implementation). The study shows that the involvement of citizens in the management of the urban environment is the most important factor in the implementation of the smart city model, and digital technologies and social media take a special place in these processes. The paper proposes a social media toolkit in the development of smart cities based on the 7I model, considers the features of using such a toolkit on the example of the city of Yekaterinburg. © 8th European Conference on Social Media, ECSM 2021.
