Abstract The article suggests considering a Smart city as a complex of innovative projects implemented in various sectors of an urban economy. The expediency of implementation of the projects is determined, on the one hand, by the requirements of national and international standards and regulatory documents on urban development, and, on the other hand, by the current needs of city residents. The article presents a formalized set of criteria, which can be used to rank innovative projects in accordance to their importance for implementation within Smart cities. Final part of the article includes results of application of the proposed approach to projects ranking in the process of development of a Smart city in St. Petersburg.
