Abstract Smart Cities are hubs of innovation and economic development. The exchange, optimization, and development of new solutions are unmatched and enormous. However, this transition is proceeding slowly for a variety of reasons. To address issues such as traffic congestion and jamming, energy consumption, resource management, and environmental protection, an innovative approach is required. An ICT-enabled city is often referred to as a smart city. A distinction is made between "intelligent" or "smart" cities. It is a city that has been wired for information technology to be referred to as an "intelligent city." Sustainability is the ultimate goal of a smart city. As a result, performance analysis has become a crucial tool for planning and evaluating city development and projects, as well as assessing cities. City rankings are a hot topic right now, and people are paying more and more attention to them. New residents and investors alike can benefit from comparing cities. Aside from that, it can help cities assess their own strengths and weaknesses and devise development goals and strategies that will help them better fit into the urban system as a whole. Appropriate evaluation mechanisms and indicators are required for proper city comparison, requirement setting during planning phases, and project performance evaluation.
