Abstract Although there is high interest in creating new value through co-creation among different actors, a theoretical framework for these specific processes has not been established. This chapter builds a hypothesis for a theoretical framework on the processes of knowledge creation between different actors in light of knowledge gained from existing research on knowledge creation, co-creation, open innovation and boundaries knowledge, etc. Then, the chapter verifies the hypothesis through a case analysis of a smart city construction. © Mitsuru Kodama 2020.
