Abstract The paper covers possibilities of a higher education institution to implement the concept of a Smart City and its sustainable development. Based on the analysis of the smart specialization of Kyiv and Kyiv region, this work demonstrates the capabilities of a technical university that are currently used and can be used in the future to create the innovative ecosystem. There is a presentation of the university's innovative ecosystem's possibilities that allow the integration of the research results for the Smart City's development. There is a demonstration of different types of results of the research activity, such as research works funded by the state budget, startup projects, enterprise digitization services and grant projects that are implemented in the university and can be integrated into the Smart City's system. The article conveys arguments for ensuring the sustainable development of Smart Cities through the implementation of the policy of smart specialization of the city and region and the use of the results of research activities of university scientists for this purpose. Analysis of university research topics proves the growth of a number of the annual research results related to Smart City and smart specialization strategy. As a direction for the development of research, it is recommended to integrate technologies into several spheres of public life for the sake of the development of the scientific and methodological foundations of Smart City functioning using the concept of "Industry 5.0".
