Title Smart City Collaboration Model: A Case Study Of University-City Collaboration

Abstract This paper introduces a collaboration model between Tallinn city government and Tallinn University of Technology, based on partnership of two public institutions. The TalTechCity model can be seen as a response from the Tallinn city government to the smart city challenges that most of today's cities are facing all over the globe, e.g. how to manage problems related to overpopulation, traffic and data management, built environment and energy, how to reach the goals set in sustainable development agreements etc. Another aspect of this collaboration model is to investigate how to enhance smart city initiatives in the condition of limited financial and human resources. The paper analyses also the up-scaling potential of TalTechCity model and its suitability for entry level smart city initiatives. © 2020 ACM.
