Abstract Smart city is an area having overall smart development including social, physical, capital, transportation, and civic participation using information technology to assist the preservation of natural resources and improved quality of life. Changes in climate and environment have an effect on the occurrence of natural disasters, which impact on socioeconomic of the community, these changes and land use provide possibilities to make plans for smart cities. The main purpose of building a smart city plan is to provide better quality of life, environmental, social, and economic sustainability. This study suggests that Geographic Information System (GIS) and remote sensing can help to know city irrelevant expansion and can make better plans for the smart cities development to encounter disaster risk. As the population growth and rapid urbanization within the cities continue to grow, it becomes necessary to take some serious measures in these urban areas by making more efficient use of their infrastructure and assets. In this research, a case study has been investigated in the Siliguri Municipal Corporation (SMC) city to identify the smart development of the city. Still, interestingly, results show another insight, where the city is strangely expanding. Most of the built-up areas are encroached on the open space along with vegetation space. Urban development is described here and also the concept of smart city is highlighted, looking at how GIS is worked in remote sensing platforms and its ability to help with strategies about disaster management, including monitoring the sustainable development of a city, mitigation, preparedness, and recovery from natural calamities. © Springer Nature Switzerland AG 2022.
