Abstract Smart city is an emerging urban paradigm, leveraging cutting-edge information and communication technologies to enhance intelligence across various sectors. It serves as a fundamental foundation for sustainable urban growth, enriching the quality of life for its inhabitants. Building a new type of smart city has become an important path to promote new urbanization, improve the level of urban governance, and crack the disease of big cities. Based on the survey data of 395 permanent residents in Dongguan, descriptive statistics were used to analyze the sample distribution of each demographic variable, and Pearson correlation analysis was used to explore the correlation between each influencing factor and participation intention. Stepwise regression analysis was used to explore the relationship between behavioral attitudes, subjective norms, perceptual behavior control, government security governance action and social security governance action and the public's willingness to participate in the construction of smart cities. The results show that: 1) Behavioral attitude, subjective norms, perceptual behavior control, government security governance action and social security governance action are significantly positively correlated with participation intention. 2) Behavioral attitude, perceptual behavior control, and government security governance action positively affect public participation in smart city construction. Therefore, it is of great significance to improve the perception and behavior of Dongguan residents, strengthen the government's security governance, and strengthen the public's behavior and attitude to promote the construction of Dongguan's smart city. © 2025 SPIE.
