Abstract The main technological, socio-economic, and environmental changes of recent decades have become the basis for a revision of approaches to urban development management, which is increasingly focused on advanced technological solutions and digitalization of various aspects of urban life. This process is implemented within the concept of smart cities. Although digital technologies are being implemented at a high pace in city management, Russian cities are not yet included in the list of the most developed and smart cities, according to foreign ratings. Nowadays, the main problem in the housing and utilities sector is that individual business processes are not yet fully digitized and integrated with each other. Various digital platforms and services are being developed to enhance effective interaction among all participants in the housing and utilities sector. However, the analysis of these existing services reveals that most developments are not well-suited to address the specific day-to-day issues that arise in individual buildings or neighborhoods. The research aims to analyze the domestic implementation of smart housing and utilities and propose the introduction of digital services. According to research data, the quality of housing and utilities provided is not high; there are problems in the field of informing and servicing residents.
