Abstract With the rising of 5G Internet of Things (IoT) technology, the smart city has become a new idea and model in current urban development. In this study, using the city evaluation and analytic hierarchy process (AHP) methods, the index system for the hierarchical evaluation of smart city construction in Shanghai was analyzed with 5 dimensions and its corresponding 20 evaluation indices, i.e., smart infrastructure, smart economy, smart governance, smart service, and smart innovation. We analyzed the evaluation system of smart city governance in the IoT era and validated the accuracy of the evaluation system and the related weights to provide guidance and reference for promoting urban development and how to effectively establish a smart city, thereby providing insightful views for future city decision-makers. © 2021 IEEE.
