Abstract The continual development of cities as urban areas in the twenty-first century still faces many challenges that need to be addressed. Overcoming these challenges by applying certain criteria leads to the urban transformation and formation of so-called smart cities, which primarily provide its citizens high-quality living conditions, have sustainable development in all areas, and also have a wise management of natural resources. The ongoing pandemic and its consequences on urban living have showed us that a lack of planned development of cities revealed the vulnerability of urban lives and functions in some areas of the world. In this paper, we apply analytic hierarchy process (AHP) to perform a multi-criteria analysis for planning the development of smart cities. Constructed to ensure the aid in resolving the decision-making problems, and itself being a part of multi-criteria analysis, the AHP method is used to provide the most adequate solution and rank sub-criteria by its importance. Our results focus on mobility, healthcare, and education, three of six basic criteria groups that affect and in turn determine the smart city. © 2023, The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd.
