Abstract A green smart city is important in the urbanization of countries, and an evaluation system for the functionality and management of the green smart city is inevitable in its construction and maintenance. In this study, we used the fuzzy Delphi method to establish an evaluation index system of the green smart city in line with 5G technology and IoT based on a literature review. The fuzzy hierarchical analysis method was adopted to create questionnaires for experts and extract the weights of the index in the green smart city evaluation system. The method was applied to Shanghai and Taipei in China to assess the level of the application of the green smart city. On the basis of the results, suggestions for the improvement of the evaluation system and development strategies for the green smart city were made, which is an important reference for promoting the construction of green smart cities. © 2024 M Y U Scientific Publishing Division.
