Abstract This chapter explores the challenges and opportunities of the social systems engineering (SSE) approach, utilizing the smart cities phenomenon as a case study. Smart cities are interdisciplinary collaborations grounded within the SSE tradition. They ostensibly promise to take a purposive, top-down approach to tackle a number of complex issues such as liveability, sustainability and urbanization. However, while enthusiasm for smart cities has been great, in practice, implementation has been rather underwhelming. By analysing the key factors that shape the smart-city space, we reveal the challenges that need to be explicitly acknowledged when innovating in this and other domains. To this end, we review how four UK-based smart-city projects were conceived, configured and deployed, and from this analysis we assess what lessons are pertinent to the wider SSE enterprise. Our analysis found that the SSE framework for designing future cities has a number of merits, however it can also stumble from an overly technocratic approach to complex social challenges. In order to avoid unintended outcomes or superficial solutions, it is especially critical that the ‘social’ is consistently emphasized in social systems engineering. © 2018 John Wiley & Sons Ltd.
