Abstract This paper discusses the development of digital government in the context of the functioning of smart cities. The basic principles of the development of digital government in the digitalization of the urban environment are identified. The discussion about the state and processes of development of territorial socio-economic systems has recently revealed many problems that modern cities face in the course of their development. The processes of urbanization are the cause of many challenges of an economic, demographic, ecological and social nature that require special attention in modern conditions. In this context, the development of new approaches to territorial development requires the development of balanced solutions that take into account the interest of all stakeholders. As part of building a smart city and introducing digital government, the following main components are considered: digital technologies; organizational structures and processes; institutional arrangements; informational security; socio-economic context. Based on the theoretical analysis, a model of the development of digital government based on existing ones is presented when forming the concept of a smart city. The purpose of this study is to systematize the principles of digital government in the digitalization of the urban environment. Firstly, the paper examines the main aspects of the concept of smart cities (ecological, social, economic, institutional), and shows that their development is directly related to the use of modern digital technologies. Secondly, the components of digital development in the public sector are systematized. Thirdly, a number of principles for the development of processes of digitalization of public administration in the context of the formation of a smart city have been identified. Fourthly, the projects of the smart city are systematized. We present the results of the study on the example of Yekaterinburg. © The Authors, 2019. All Rights Reserved.
