Abstract The technology concept of “metaverse” has been closely related to urban space since its birth. In particular, the development of metaverse-related technologies and the support policies issued by the governments of major cities around the world have opened the door to the transformation of digital intelligence in the 21st century, making the current urban development face a new situation of transformation from informationization and digitalization to intelligence and wisdom. The deep integration of metaverse technology and urban space will likely open up a new urban development space, which will have a profound impact on the reconfiguration of urban digital intelligence, governance level and digital economy development. However, the current digital construction of smart cities has encountered some problems with digital characteristics. These problems are also the starting point for the involvement of metauniverse technology in the construction of smart cities. This study proposes the concept of “meta smart city” by sorting out the stages of smart city development, and makes a holistic framework for its connotation, necessity, design goals and feasible design logic, so as to provide guidance for future scientific research and development of meta smart city governance. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.
