Abstract The emergence of the term "smart city" is defined as the place where movement (individuals, governments and companies) interacts and this movement merges with smart technology in a coordinated way. The components of the city are connected to each other via the Internet of Things, and in order to move to the smart city pattern, it had to provide a set of basic pillars (smart infrastructure, smart user, smart transportation, smart government), all of which are coordinated and their roles organized through urban management Smart, and this requires providing many appropriate means and ways to upgrade traditional cities to smart cities, starting with the effective participation of the citizen, all the way to all the accurate deteuls of the appropriate services for them. City development through smart and successful management. The purpose of the research by choosing this model (Kadhimiya city center) is to be (he basic core and the first step to know the possibility of transferring the traditional Iraqi cities to smart cities. There are many main challenges facing the process of moving to the smart city model, which are overcome by knowing, studying and analyzing those challenges, by knowing the possibility of overcoming them in consultation with decision-makers and specialists in the sectors concerned in this field.
