Abstract The East Kalimantan region is considered to have the potential to be the location of the new capital city of Indonesia. Moving the country's capital city needs to examine various aspects including the concept of ideal city development for Indonesia's new capital city. One of the most widely used city development concepts is Smart City. Smart City focuses on city development strategies on information and communication technology in various fields such as the economy, environment, community mobility, and government to support the transformation of more advanced infrastructure and services. Analysis of public perception as the main actor in the policy implementation process needs to be carried out to see the readiness for the development of Indonesia's new capital city based on Smart City. To overcome these problems, Partially Least Squares Structural Equation Modeling (PLS-SEM) is the methodology employed in this study. Based on the results of this study, important information was obtained that from the six points of Smart City development, two main factors have a significant influence on public perceptions regarding the relocation and development of Indonesia's new capital city that carries the Smart City concept, namely Smart Economy and Smart Living points. The implementation of the six existing points certainly cannot be done instantly, there needs to be a systematic process and stages to realize a new capital city based on Smart City. © 2023 American Institute of Physics Inc..
