Abstract The concept of a smart city is now expected to be a solution to various city problems that are becoming increasingly complex. IoT and ICT-based city governance are expected to be able to carry out efficiency in monitoring and managing traffic, transportation systems, power plants, water supply networks, waste management, crime detection, schools, libraries, hospitals, etc. However, in its implementation, there are many crucial problems such as lack of competent human resources, ICT policies, and governance that have not been efficient, lack of government commitment and lack of community participation. This study aims to identify crucial factors in the process of readiness and application of the smart city concept to regional governments in Indonesia. The method used is descriptive quantitative by conducting a smart city readiness survey on related stakeholders, namely the government and the community. The combination of models in Delone & McLean and the Technology Acceptance Model (TAM) is used as a research framework. Data analysis used the Structural Equation Modeling model with the help of AMOS 24.0 Software. The results of the study are that there is a significant relevance to the model constituent variables. This research contributes to the relationship model of smart city preparedness factor and the recommendation that the government and stake-holders pay more attention to the factors that determine the success of the application of the concept of a smart city. © 2019 IEEE.
