Abstract In accordance with the goal of the Almaty city administration to introduce smart regulation of complex intersections, the article is an effective method for increasing the throughput of highways, based on the use of collective smart traffic lights, which allow replacing manual regulation with automated one using IoT technologies. It is shown that the construction of road interchanges does not fully solve the problem of congestion during peak hours. Often, congestion occurs due to random circumstances. This is due to the stochastic law of distribution of the mobility of citizens of the city, accidents, road works. It is substantiated that the use of GPS, transceiver systems in the Lo@RA WAN protocol, web microcontrollers create the prerequisites for dynamic online changes in the phases of traffic lights as the main regulators of vehicle flows on city roads. Calculations on the simulation model were carried out on the example of the work of changeable intersections in the Dzhandosov/Zharokov area. It is shown that intelligent traffic lights with network microcontroller control, operating as collective IoT devices, are of great practical importance for optimizing traffic flows in the city of Almaty to replace manual regulation with smart technologies of the “Smart City”. © 2023, The Author(s), under exclusive license to Springer Nature Switzerland AG.
