Abstract Many cities are competing to become smart cities by utilizing smart services, both ICT -based and non-ICT that can improve the quality of life. It has been found that smart city services play an important role in fulfilling the outcomes desired by the people and therefore create value for them, in the form of utility and warranty. Although the functionality and delivery of smart city services have been the subject of several studies, no one has ever discussed them as a unit of value or connected them to the fulfillment of human needs which can improve the quality of life. Therefore, a literature review was conducted to identify the utility and warranty of smart city services that meet human needs, based on maslow's hierarchy of needs. During the review process, 30 articles were selected from highly-reputable journals. The process revealed service value of compulsory - basic services, that consists of smart education, smart health, smart housing/ residential, smart public service/ urban planning, smart safety, and smart population/ society. The study contributes to both research and practice, providing researchers with the utility and warranty of some service cluster in fulfilling all aspect of human needs to improve the quality of life. © 2023 IEEE.
