Abstract Digital twins are being increasingly adopted by the urban management sector to improve urban planning, streamline asset management, and advance safe, sustainable cities. Urban digital twins have rapidly expanded thanks to the expertise gained through the adoption of digital twins in numerous industries and the development of smart cities. This rapid expansion has resulted in a fragmented understanding of the urban digital twin concept and its applications. Consequently, this paper aims to clarify the concept of digital twins in urban management by examining existing initiatives and defining their applications, inputs, processing, and outputs. Additionally, we identify benefits, open issues, and key challenges for urban management stakeholders. This study lays the groundwork for the design, advancement, and wide-scale use of urban digital twins in the future, paving the way for more effective and sustainable urban environments. © The Institution of Engineering & Technology 2023.
