Abstract Smart governance frameworks are crucial in leveraging technology to enhance transparency, efficiency, and citizen engagement, significantly improving urban governance. By integrating data-driven decision-making and promoting e-participation, these frameworks enable more effective service delivery and policy outcomes. This research highlights the importance of accessibility as a core criterion within smart governance frameworks, offering a foundation for evaluating how well these systems serve all citizens, particularly those in underserved areas. Additionally, the paper explores key components that act as measuring factors for assessing the effectiveness of smart governance services. Through a context analysis of existing frameworks, this study examines their objectives and limitations, identifying areas for improvement. The findings aim to support the development of more inclusive governance models that ensure technology-driven innovations benefit all citizens equitably. © 2024 Copyright held by the owner/author(s).
