Abstract Smart governance leverages digital technologies to facilitate more efficient, transparent, and citizen-centric governance. Despite its potential, current smart governance services face multiple challenges that impede their adoption and effectiveness. This study identifies critical technological hurdles such as the scarcity of Information Systems (IS) research focused on determining the effectiveness of smart governance electronic services, issues related to open data, security vulnerabilities, and poor data integration. These challenges have resulted in low citizen engagement levels and suboptimal outcomes. To address these gaps, this research proposes a 'Success Model for Smart Governance,' anchored on the extended DeLone and McLean Information Systems Success Model. This model theorizes that smart governance's effectiveness can be assessed and enhanced by focusing on six interrelated dimensions: System Quality, Information Quality, Service Quality, User Satisfaction, Use, Net Benefits and extended dimension of trust. © 2023 IEEE.
