Abstract The idea of planning a 'Smart City' has increased in popularity over the recent years is almost seen as a trend to tackle sustainability issues faced in rapidly urbanising cities. With a rising number of cities increasing in population and urbanising at a faster rate than ever. This new school of thought approach in smart cities seems to bring positive social change by the adoption of new theoretical and practical concepts for governance school. This paper reviews in the field to find that there are clashing views in smart city planning. Such uncertainty at the applied level, and the heightened importance given by policy makers and markets to its adoption, features the requirement for proper investigation. Research on smart cities does not have a systematic understanding of different components of smart city governance, the measurements to measure these segments, their visualized results and potentially relevant variables impacting both components and results. This paper analyses body of literature and proposes theoretical insights. The systematic literature review demonstrates that different smart city governance definitions exist. Additionally, this paper uncovers significant substantial variances in contextual factors, estimation techniques and outcomes the ideas of smart city governance.
