Abstract	The interest of academics and local practitioners in smart cities and their governance is proliferating, but the fragmentation in the approaches adopted complicates the debate. Thus, this article allows us to define the concept of a smart city and its challenges for local authorities through a literature review. Furthermore, we determine its main components. Finally, we summarize the smart city organizational and technological opportunities within the implemented territories.
