Abstract According to a study by the United Nations, by 2050, 68% of the world’s population will reside in urban areas. This economic metropolization poses a considerable risk of urban overpopulation, calling into question cities’ effective and inclusive management in terms of optimizing resources, promoting citizens’ access to services, and developing urban governance policies. Cities are thus facing major challenges requiring new approaches for improved urban management. The smart cities approach fits perfectly into this perspective aimed at improving citizens’ quality of life while considering environmental and social sustainability. This intelligent approach improves the inhabitants’ quality of life, creates economic opportunities, and attracts investments. This article analyzes the local governance of smart cities with an emphasis on the case of the city of Casablanca, the economic capital of Morocco. It is based on an exploratory qualitative study including semi-structured interviews with institutional managers of the city of Casablanca to assess how the adoption of smart approaches and technologies contributes to the improvement of local governance and contributes to the influence of the city. The results of our study underline that the local governance of Casablanca is solidified by an approach that combines technological innovation and local development while ensuring the competitiveness and resilience of the metropolis in a globalized context. The smart city approach thus contributes to improving Casablanca’s local governance by strengthening its ability to create an integrated urban ecosystem, where the various stakeholders collaborate effectively to achieve common objectives. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2025.
