Abstract The rapid progress in information technology has set China on a trajectory towards realizing a Digital China. By harnessing digitalization, the internet, the Internet of Things (IoT), and various technological advancements, the country aims to improve its digital infrastructure's connectivity. This initiative focuses on enhancing the growth and quality of data resources while maximizing the potential of data elements, ultimately striving to create a robust digital ecosystem that fosters innovation across multiple sectors. As the Digital China initiative aligns with smart city development, urban sensing emerges as a vital component, facing challenges such as limited content and inadequate stakeholder coordination. This paper examines the significance of spatio-temporal intelligence in urban sensing, focusing on the extraction of multi-scale patterns from diverse data sources. It aims to elucidate the interactions among spatio-temporal elements, enhancing urban sensing systems and supporting the Digital China initiative, while informing future smart city developments. © 2024 IEEE.
