Abstract The use of Information and Communication Technology (ICT) in urban governance, central to the concept of Smart City, often employs cloud database technology and is a major focus for many countries. This advanced approach aims to address numerous challenges faced by technologically advancing cities. However, several obstacles can hinder the successful implementation of smart cities, including poor ICT policies and governance, poor government decisions, and inadequate community involvement. This research investigates the necessary factors for a successful smart city program from the community's perspective. Data was gathered through quantitative research using questionnaires distributed to 120 local citizens. The research aims to model the critical factors for readiness smart city implementation providing key element recommendations for governments and stakeholders. From this research, we conclude that several variables need to be improved to maximize the implementation of smart cities digital ecosystem such as Innovativeness, Discomfort, Service Quality, Perceived Ease of Usefulness, User Satisfaction, Actual Use, Net Benefit, and Smart City Readiness. We have provided solutions in the form of an integrated User Interface for the government's website and a research center that can be implemented or used by the government to improve Semarang City's public services. © 2024 IEEE.
