Title Smart City In Practice: Citizen-Centric Creation Of Urban Development Strategies: The Case Of Poland

Abstract This chapter explores the experiences of creating urban development strategies in selected Polish cities (capitals of specific regions): Gorzów, Łódź, Bialystok, and Lublin, published in 2021 and 2022. By analyzing these experiences, the chapter contributes to the discussion on effective collaboration modes in smart cities. The empirical evidence involved critical review of urban strategies and policies, followed by in-depth interviews with local administration officials responsible for creating the strategies. Building on the experiences of Lublin city, it is argued that participatory measures applied during the process of creating local development policies may contribute to the emergence of more effective smart city governance and urban business ecosystem development. Increasing involvement of business and university stakeholders in participatory governance is also recommended.
