Abstract The objective of this chapter is to identify the links between the circular economy and the smart economy at the city level. The research demonstrates that digital technologies, including information and communication technology (ICT), are the key enablers of the development of circular economy, as well as of the transition from circular economy towards smart circular economy. This chapter outlines the relationship between smart cities and circular cities and their transformation into smart circular cities. It focuses on the role of city authorities in creating digital solutions that facilitate closing the loop in the city, which means transforming linear processes into circular processes with the reduction, reuse and recycling of resources as well as waste materials. The chapter identifies good digital practices supporting the development of circular economy in the European cities leading in the Smart City Index 2021. The analysis is based on a review and examination of the official websites of the ten selected European cities with the highest level of smartness. The results of the study suggest that in all the smart cities examined, city authorities were using mobile applications for activities aimed at the transformation towards the circular economy, especially regarding offering services to residents, visitors, and businesses. These were mainly applications for waste management and recycling, to support urban mobility, and to facilitate residents’ reporting of faults. It is shown that smart cities authorities also support the activities of circular businesses through other types of activities carried out with the help of digital technologies, e.g., the promotion on the city’s official website and on the city’s social media channels of digital circular solutions, and the creation of digital platforms dedicated to the development of the circular economy. © 2025 selection and editorial matter, Anna Visvizi, Orlando Troisi, and Mara Grimaldi; individual chapters, the contributors.
