Abstract This study organized existing research on digital governance models. The question that guided this research is: How can digitization models be used by governments, and what are the advantages and challenges of these models? Descriptive models were found about digital governments (e-Gov), their benefits, and the challenges of their implementation. Thus, this literature review theorizes a description of digitized governments and how the challenges of their implementation are related to the socio-cultural-economic context in which they are inserted. It is also possible to understand through the analysis of the literature that smart cities depend on the effective implementation of the suggested e-Gov models. Regarding the current state of the literature on the research topics, this study found an important gap regarding the expansion of services in digital governments during the COVID-19 pandemic. Based on these premises, we proposed a list of benefits to be achieved by using an e-Gov and the challenges that need to be addressed for this digitization to occur successfully. At the end of the study, we propose lines of research that can use the data collected in this research as a basis for future studies. © The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG 2023.
