Abstract	With the rapid development of the Internet of Things and the 'Internet +' era, it has been difficult for the information network industry to meet the new development needs of society only with increasing bandwidth and speed as technical indicators, and interpersonal information interaction and transmission as functional goals. Therefore, the development of smart cities and the innovation of the Internet of Things industry in the 'Internet +' era have become the research focus of many scholars. Starting from the 'Internet +' era, this article studies the combination of new smart city development and the innovation of the Internet of Things industry. Discuss the top-level design, basic platform construction, typical industry applications and operation models of smart city construction in the context of the 'Internet +' era. © 2021 IEEE.
