Abstract Both rapid technological change and evolution of new ideas results in the growth of emerging innovations in globalized markets. For instance, recently, energy storage development for Electrical Vehicles (EVs) and Hybrid Vehicles (HVs) has the huge potential of cost energy savings. These technology options are becoming part of the future transportation and e-mobility system that serves a demanding role in the development of future smart cities. Governments, industries, and researchers all around the world realized the role of creating sustainable e-mobility to back the EV market by employing regulatory policies, financial mechanisms, alternatives planning framework, and evolving manifold synergies among the stakeholders, exclusively to incredulize the barriers and develop charging infrastructure (e.g., public/private charging stations). This chapter intends to focus on a speculative regulatory framework for smart charging EVs and HVs. The chapter first aims to elaborate the status of current EV technology, prospects and current market for smart charging, and the status of international intervened framework; secondly, smart charging’s current status and technological advancement, affordability and current infrastructure, and major threats to smart charging adoption; thirdly, smart charging standards and safety standards for EVs and HVs in smart charging; fourthly, the regulatory framework, role of different agents and aggregators in smart charging and various policies and guidelines implemented around the world; and finally, a detailed summary and discussion is prepared. Based on the discussion, certain recommendations are also presented which create prospects to articulate more refined business models for EV and HV charging infrastructure for interactions among network operators and vehicle aggregators. © 2022 Scrivener Publishing LLC.
