Abstract	Ransomware has consistently been the top threat to cybersecurity in the recent years. Threat actors have begun targeting the abundant Internet-of-Things (IoT) devices present in modern smart cities. As we equip ourselves with smarter and more connected devices, the threat surface widens and exposure to Internet-based threats, such as ransomware, becomes inevitable. In this paper, we recognize the constraints on ransomware in the context of IoT components operational in smart cities and present a Ransomware Risk equation. We study 20 cases of real-world malware affecting smart cities to draw conclusions and highlight viable attack vectors for future ransomware attacks. Finally, we elucidate the new ransomware strategies that the attackers would embrace in the context of IoT devices in smart cities. © 2020 IEEE.
