Abstract The construction of smart cities relies on IoT, cloud computing, and data analytics technologies, aiming to improve urban management efficiency. This research innovatively proposes a 'Edge-Fog-Cloud Continuum + Hybrid Cloud' collaborative architecture, using distributed data processing to effectively reduce latency and enhance real-time response capabilities. Experimental results show that this architecture significantly improves efficiency in construction project management, reducing project completion time by 22.5%, lowering costs by 21.3%, and increasing quality pass rates by 3.8 percentage points. In urban traffic optimization, dynamic route planning reduces travel time by 31.2% and decreases congestion index by 22.4%. Hybrid cloud deployment resolves the conflict between data scale and real-time analysis, ensuring the system's scalability, security, and service quality. The innovative integration of this technological framework provides a systematic solution for smart city development, promoting urban growth and improving residents' quality of life. © 2025 The Authors.
