Abstract The paper focuses on performing safe, coordinated, and effectively integrated flights in and around an urban area using Unmanned Arial Vehicles (UAV). The tasks are considered: the choice of territory for UAV flights; analysis, evaluation of terrain, and obstructions, drawing up a map indicating the risks of passing obstructions; GRID analysis of the selected fragment of territory; risk assessment according to the type of zone from 'Restricted area' to 'Dangerous area' obtained;finding the routes of the minimum risk and maximum safety using the method of dynamic programming. The algorithms by the UAV operators in an emergency and selecting optimal landing aerodrome/place/vertiport using decision-making methods in uncertainty are presented. Examples of finding safe routes for UAV flights are presented: monitoring and overflight of power lines, delivery of medical supplies, and decision-making models in emergencies: flights in bad weather conditions and loss of communication with UAV. © 2022 IEEE.
