Abstract This study examines Japan's smart city policies and how they can inform urban development in Riyadh, Saudi Arabia. By analyzing critical initiatives like Kashiwa-no-ha Smart City, Fujisawa Sustainable Smart Town (SST), and Machizukuri ICT, the research highlights Japan's focus on sustainability, energy conservation, and ICT integration to address environmental and energy challenges. Japan's success stems from collaboration between government, municipalities, and private companies, offering a governance model for urban renewal. Lessons from Japan’s ICT-based planning can help Riyadh achieve Vision 2030 goals, particularly in climate adaptation, resource management, and technological advancement. Adopting Japan’s smart city models could improve Riyadh’s energy efficiency, urban livability, and resilience, positioning it as a leading smart city in the Middle East. © 2025, Association of American Publishers.
