Abstract There are many legal issues in the role of smart cities in the energy transition towards carbon neutrality. Discussion and analysis on this issue is an important theme not only in Japan but also worldwide. This also includes Germany debating around enhancement of transportation planning, strengthening of climate protection policy, and addressing residential land policy. As it is beneficial to refer to examples and analyses from overseas when solving the legal problems of smart cities in Japan, in this chapter, a legal discussion on energy transition and cities in Germany is offered to propose solutions to the challenges faced by the Japanese smart cities. © 2025 selection and editorial matter, Maciej M.
