Abstract Today’s world is facing several climatic, social, and economic challenges, currently coinciding with technological progress and digital transformation. In this context, the relatively new idea of a “Smart City” is a potential tool for development that may be innovative and, at the same time, supportive for eliminating externalities resulting from civilisational changes. An important determinant for the imposition of this concept is the material nature of the city and its spatial conditions, which are reflected on the administrative level by planning acts that identify and implement appropriate findings in practice. The aim of this study is to analyse the planning solutions adopted in Japan and the European Union, which are leading centres of building competitiveness through innovation and, simultaneously, vocally active participants in the international debate striving to achieve Sustainable Development Goals. A query of specific legal acts (i.e. City Planning Act in Japan, SEA directive and EIA directive in the European Union) allows us to evaluate current systemic solutions while analysing official strategies (i.e. National Spatial Strategy in Japan and Territorial Agenda in the European Union) to assess the directions of policymakers’ future activities in the aspect of combining city technological progress with the values and assets requiring protection. © 2025 selection and editorial matter, Maciej M.
